Or are these the same thing? Does an infant car seat with a base double as an infant carrier?

all i can think of is people put the base in the car and always keep it in. then u can use the car seat as a infant carrier. infant car seats with bases are for newborns up to 20 pds and one year old. then u have the car seat that does not have a base and does not double as an infant carrier which starts at 5 pds. and goes up to 40 pds.
